The tax rebate won't change the national debt because we are already on target to pay down the debt to the extent we can without incurring penalties. If not paid out it would either add to cash reserves - depressing to the economy - or it will be spent - same effect as the rebate except that if spent it gives greatest satisfaction to the politicians and those they direct the spending to and if rebated it give the greatest satisfaction to those who get the rebates - generally the citizens.
