It is an alternative to the death penalty. We aren't giving them good or bad treatment. No treatment is the rule. They are not part of us. Exception: The work camp portion of the idea (if you still want it). I would suggest that a gate exists that they can choose to go through to perform work. The work benefits us in providing the minimum or for paying expenses, or simply to profit our society but the workers get no particular benefit except to be out of the general population while on work duty. Its not a step back into our society or treatment of our society. We "owe" them nothing, forever.
