Every scrap of evidence I have suggests that they are loathe to install DSL services except where it serves to kill off competition.

In the Denver area the original ILEC/RBOC, US West, was a dinosaur like you infer. I don't think Qwset is like that though. They started out laying a lot of fiber along Phil Anshutz's railroad lines and now want to get a revenue stream off them. They bought US West and killed off the CLECs because they want all the revenue. Actually, I think Nacchio is the sharpest bandwidth provider out there.
