Add to that the laws of citizenship in Kuwait. if it was applied to Palestinian, 80% of them could not even claim they are Palestinians. The Kuwaiti laws requires that the paternal line to 1913 was always born in Kuwait. Most Palestinians came from neighboring Arab countries (and as far away as Russia, like the village of Abu Gosh near Jerusalem) since it was the only place in the crescent where they could find work, due to the development of the country late in the 19th century and early in the 20th century. That is a fact.
