Got it. You're probably right, it's a language thing. Some people have a really hard time reading and understanding statutes. As a lobbyist, you've probably watched statutes being written, commented on, debated, revised, the whole process, so you're familiar with the lingo.
I just flashed on my teenage years - my mother used to be a typesetter, and she's very fast and very accurate, so she worked for the Louisiana legislature when it was in session - I just remembered hanging out while she set type on the Merganthaler, and looking at the bills, just for something to do.
One of my earliest memories is hanging out at Jones, Walker, the biggest law firm in New Orleans, when my mother went in on the weekends to catch up - she was a legal secretary then. I can remember sitting in a leather chair at a huge desk, coloring on a legal pad, my legs dangling.
