I believe the reason Davis or whoever those "governement officials" were who turned down Duke's offer of a longer term deal at $50/mwh is that Duke placed a condition on that price. They didn't want the state to get a look at their books, which I think the state still wants to do because they are pursuing lawsuits against a number of suppliers as reported today.
