Not quite right.

According to the St. Paul newspaper, the contract covered about 1,550 workers. A total of 1,241 nurses voted. Five more ballots were counted than nurses who had registered to vote. Emphasis on the word "registered."

There are several logical explanations as to why 1,241 nurses voted as opposed to the 1,236 who had registered to vote.

You would have had some anti-union ammo had 1,555 nurses voted in the election.

But that's not what happened.
