"My administration is committed to a leadership role on the issue of climate change," Bush said in a speech in the White House rose garden.

Although European leaders say mandatory targets are necessary, Bush said too many scientific uncertainties remained to warrant stronger action now.

He pledged to increase research and development and pursue diplomatic efforts to solve the problem, but again rejected as "unrealistic" the Kyoto treaty's mandatory targets for reducing emissions of greenhouse gases thought to cause global warming.

"Guys. Now hear me out on this. You Euros gotta understand how all this works. I got big bucks for my campaign from Exxon and Mobil and no one sent me a dime from Kyoto. Not one penny."
