Does anyone have a favorite resource for Microsoft Excel questions?

Here is my current specific question in case there are MS Office experts monitoring the thread. I have a file saved as comma delimited that updates real time in Excel. I can save this file to disk and use the static information in the file to create a chart in another program. But Excel blocks access to the saved file so I have to close the program in Excel before the other program can use the file. How can I keep the file open in Excel and still allow another program to use the last saved version of the file.

Here's an interesting note. I can have the *.csv file open in simple text editors and still access the file in the charting program. It is only Excel and Word that block access to the file.

Any ideas?
