Well, my answer still stands.

Maybe more so, since treason can be a lot less damaging than terrorism.

Depends on what treason, of course. Spying for another country for money is never justified, IMO, whatever recourses you may or may not have.

But demands for liberty which are denied or unheard or ignored by a government so vast one can't even know where to start seeking recourse is may, IMO, justify acts that government would deem treasonous.

Like publishing the Pentagon papers.
