That's certainly true. On the other hand, Tom's benchmarks put the 1.419 GHz Tualatin in a too good light because the speed was reached by overclocking of the FSB to 166 Mhz. This gave it an unfair advantage.

If Tom had overclocked the FSB of the Athlon as well (even while keeping the same core speed) the distance between these processors might have been quite a bit larger.
