If this were true then WCDMA would be limited to UMTS. This is not the case as smaller network players are migrating towards GPRS and WCDMA within their existing spectrum.

Jacob's said on the conference call that synchronous handoff would not be possible within the existing spectrum. GSM upgrades to WCDMA would be restricted to asynchronous handoffs. UMTS buildouts for WCDMA could include syncronous or asynchronous handoffs.
