Is there anything that would keep Intel from doing the same 64-bit extensions as AMD?

If not, when would we see a Hammer like processor from Intel? Would they ever do such a thing or would they concentrate on getting the cost out of an IA-64 desktop processor? I think Intel has a lot of options and I am sure they are having a tough time figuring out which options to pursue. Anyway just thinking out loud.
