If they aren't working on it now, they will be soon if Groves has anything to say about it. Like the P4 itself, the product may or may not see the light of day, but there will be a "skunk works" project going on somewhere. Look at how Intel handled the iAPX432...

It would be pretty easy to come up with an incompatible set of 4 bit instructions, if nothing else, Intel could just pick different encodings and use x86-64. But I suspect that Intel would more likely do something innovative. That way they could claim there's is better, whether true or not.
