Anyone who does not appreciate his good fortune at being a citizen of the freest civilized country in history, and talks coyly of shocking the "ant colony" of bureaucrats by "killing enough of them"

I believe (and hope) that he was refering to codes, regulations or laws that he sees as unjust as being the ants that need to be eliminated not the bureaucrats. I would only want to eliminate bureaucrats by reduceing employment of them (and thus they become non bureaucrats) not killing them, but if his analogy was calling merely the regulations ants, then I can agree with it atleast to an extent.
