Discussion: The CRs were agreed. Decision: The LS was noted. Hans van der Veen (Secretary) would allocate numbers for the CRs and they were considered agreed. The result was agreed CRs 020 (R'99) and 021 (Rel-4 Category A), see agenda item 6.14.
R2-011461 (R3-011848, to TSG-RAN WG2) LS on Clean-up of TR 25.921 with regard to WG3 Practice of specifying Control Plane Protocols (TSG-RAN WG3) Denis Fauconnier (Chairman) presented this LS. Discussion: The CRs were agreed. Decision: The LS was noted. Hans van der Veen (Secretary) would allocate numbers for the CRs and they were considered agreed. The result was agreed CRs 022 (R'99) and 023 (Rel-4 Category A), see agenda item 6.14.

Discussion: There was nothing to do for WG2. Richard Burbidge (Motorola) would inform the WG4 Chairman on the status in WG2. Decision: The LS was noted.
R2-011421 (R4-010746, to TSG-RAN WG2) Response to LS (R2-011336) on Guidance needed concerning cell search and multiple PLMN identities on one carrier (TSG-RAN WG4) Denis Fauconnier (Chairman) presented this LS. Discussion: This result was that no changes were needed to the existing specifications/CRs. Decision: The LS was noted.

6.1.6 TSG-T and TSG-T WGs R2-011192 (T1-010137, to TSG-RAN WG2) LS on CR to 34.109 (TSG-T WG1) Anders Berggren (Ericsson) presented this LS. Discussion: Several delegates felt that there was no need for the attached CR, and that there might be a misunderstanding in TSG-T WG1. Decision: The LS was noted. The CR was agreed (see agenda item 6.13).
R2-011193 (T1-010159, to TSG-RAN WG2) LS on Establishment of an Ad Hoc for RRM test (TSG-T WG1) Denis Fauconnier (Nortel Networks) presented this LS. Discussion: It was best to have a day during the meeting in Berlin. Then it could also be discussed if it should (and could) be a permanent activity. Decision: The LS was noted. Richard Burbidge (Motorola) would draft a response to TSG-T WG1 in R2-011200.
R2-011194 (T1-010165, to TSG-RAN WG2) Response to LS (R2-010761) on Corrections of RLC wording (TSG-T WG1) Sam Jiang (ASUSTeK Computer Inc.) presented this LS. Discussion: The wording in the CR was not in line with WG2. It should be AMD/UMD PDU header, removing the three following words. An LS should be sent to TSG-T with a proposed revision of the CR (TSG-T WG1 met the week before the WG2 meeting and could therefore not handle it before the plenary meetings). Decision: The LS was noted. Kota Fujimura (NTT DoCoMo) would draft a response to TSG-T and TSG-T WG1 in R2-011201.
R2-011196 (T1-010233, to TSG-RAN WG2) Response to LS (R2-010980) on Conformance testing for UE positioning (TSG-T WG1) Mark Beckmann (Siemens) presented this LS. Discussion: This could be discussed in the co-located meeting in Berlin. Decision: The LS was noted. Richard Burbidge (Motorola) would add this in the LS to TSG-T WG1 (R2-011200).
R2-011197 (T1-010238, to TSG-RAN WG2) LS on Problems with testing abnormal conditions in RRC signalling procedures (TSG-T WG1) Joakim Bergström (Ericsson) presented this LS. Discussion: This needed to be done on a case-by-case basis, so the best that could be done was to provide a number of examples and tell TSG-T WG1 that there was no generic rule, and that not everything should be tested. A list of important cases would be given to TSG-T WG1. Decision: The LS was noted. Joakim Bergström (Ericsson) would draft a response in TSG-T WG1 in R2-011202.
6.1.7 TSG-GERAN and TSG-GERAN WGs There was no input for this agenda item.
6.2 General decisions R2-011144 Structure and naming of extensions in ASN.1 (Siemens) Georgios Papoutsis (Siemens) presented this document. Discussion: On 2.1, it was confirmed that the second proposal would lead to huge ASN.1 definitions and that the first proposal was much better. The first proposal would have different source codes for the R'99 and Rel-4 specifications. On 2.2, the proposal looked good, but "ASN file" should be changed to "ASN module". It was asked if it was necessary to have construction such as R3R5, or that it was clear that you were in the Rel-5 part. It was better to be explicit. On 2.3, this was a way to provide someone writing a CR with a critical extension with a 'mirror' of the best way to implement all non-critical extensions of the past few meetings. It looked nice in theory, but it was doubted that it would work, since people were likely not to pay too much attention to it. Every time a critical extension is added, the entire message should be reviewed carefully. The proposal in 2.4 coped with different releases, but a discussion followed on the applicability within a release. This would effectively create a possibility for backwards compatibility between versions within a release. Examples were needed for both mandatory and optional IEs. With online editing of the example in Figure 6, the consequences of various choices were shown. Decision: The document was noted. For 2.1, the first proposal was agreed. With the comments, the proposal for 2.2 was agreed. For 2.3, the proposal would be captured as a possible way of working, but it would not be applied directly. For 2.4, the proposal was postponed. All this would be captured in a CR to 25.921 (R2-011395).
R2-011145 Information elements outside the extension container (Siemens) Georgios Papoutsis (Siemens) presented this document. Discussion: This document had not been concluded upon in the previous meeting. The document was proposed for Rel-4 and further and did not solve the issue in R'99, except from June onward (if a CR is implemented now). Only the critically extended messages were solved in this way. Decision: The document was noted. The contents were agreed. This would be captured in a CR to 25.331. An explanation of why it was done would be captured in a CR to 25.921.
R2-011198 Cell ID in DCH state (Vodafone Group) Alan Law (Vodafone Group) presented this document. Discussion: The scrambling code could be used and would allow to retrieve information on neighbour cells also. It was clarified that inc ase of an active set, all cells in the active set would be useful. It could be a cell Id or text information and Iur impact would be a consequence. Operators would consider if scrambling was sufficient or whether they want to pursue this. Decision: The document was noted.
R2-011211 Backwards compatibility (Chairman) Denis Fauconnier (Nortel Networks) presented this document. Discussion: The intention of the document was to define what WG2 meant when it reported to TSG-RAN that a CR was backwards compatible, and to make sure that all WG2 CRs used the same type of backwards compatibility analysis. "release N-1" should read "version N-1". There were several editorial changes and a few clarifications needed that were done online. Decision: The document was noted. Denis Fauconnier (Nortel Networks) would draft an LS to TSG-RAN in R2-011213.
R2-011213 Backwards compatibility (Chairman) This was the update of R2-011211. Discussion: It was found out on the discussion of R2-011063 (CR 747 to 25.331) that the case of unclear and conflicting descriptions (clarifications) needed to be captured. Based on the discussion of R2-011112 (CR 759 to 25.331), another category (missing procedural text or rules for a function) was identified. Decision: The document was noted. An update was provided in R2-011242.
R2-011242 Backwards compatibility (Chairman) This was the update of R2-011213. Decision: The document was noted. The contents reflected the agreement in WG2 as to what was meant by backwards compatibility and were agreed. The contents could be found in Annex E. This would be highlighted to the TSG-RAN plenary.
6.3 Proposed changes on 25.301 CRs to 25.301 R2-011109 Withdrawn CR 051 to 25.301 on Editorial Corrections <CR 052 Rel-4> (Ericsson) Johan Torsner (Ericsson) presented this CR. Discussion: The changes were overlapping with changes made by another CR and the changes would be merged into a revision of CR 055. Decision: The CR was agreed. However, since the contents were merged into the revision of CR 055, these CRs were withdrawn
R2-011117 Agreed CR 053 to 25.301 on Clarification in the services provided to upper layers by RLC <CR 054 Rel-4> (Nortel Networks) Tania LeGoff (Nortel) presented this CR. Decision: The CR was agreed. R2-011337 would contain the Rel-4 shadow CR.
R2-011337 Agreed CR 054 to 25.301 [Rel-4 shadow] on Clarification in the services provided to upper layers by RLC (Nortel Networks) Decision: The CR was agreed.
R2-011125 Replaced CR 055 to 25.301 on Cleanup of Layer 2 services and functions <CR 056 Rel-4> (LG Electronics Inc.) SeungJune Yi (LG Electronics) presented this CR. Discussion: Based on previous discussions, it would be specified that the ciphering function only applied to transparent mode. It was agreed that the reference to LAPDm should be removed. It was pointed out that re-establishment in UM should also be added. The backward compatibility analysis needed to be added to the CR. CR 051 would be merged into an update of this CR. Decision: An update of the CR was needed. The update would be in R2-011322.
R2-011322 Agreed CR 055r1 to 25.301 on Cleanup of Layer 2 services and functions <CR 056 Rel-4> (LG Electronics Inc.) SeungJune Yi (LG Electronics) presented this CR. Discussion: Minor editorial corrections were needed. Again the backward compatibility analysis was missing. Decision: The CR was agreed. R2-011338 would contain the Rel-4 shadow CR.
