The slavery issue was simmering beneath the surface for years, but it was the idea of tariff free ports that made the mercantile interests in the North (for whom Lincoln was the bagman) declare war on the South.

The great Northwest was opening up to shipping, and Boston and New York were profiting nicely. Imagine the shift of wealth if Charleston, Savannah, and New Orleans went duty free as planned. It was a situation the North could not tolerate.
