DavesM, my understanding of the situation is that even though the governor lifted the limits, he left in place the penalties for excess generation, thus rendering operation beyond the proscribed limits uneconomic.

This is all rather anecdotal, though, and if you have any links to support that, it would be helpful to me--because I sure as heck don't have any first hand evidence to support my contention.
