As usual, the press doesn't get the whole story. The reason California wanted a waiver of the Clean Air act was that it insisted it could meet Clean Air standards without using ethanol--and being forced to bear the cost of transporting it and integrating it into the refining process.

Plus, California was simply the "point" state in this effort, acting on behalf of a number of northeastern states as well.

Plus, under the previous Bush administration ten years ago, the EPA actually destroyed documents attesting to the toxicity of MBTE.

So you tell me, why would the current Bush administration EPA do an about face on MBTE and decide to force California to use something they don't need?

Could it be because Bush is making a calculated political decision, pissing off states that he lost in the last election anyway? And in the meantime making one of his principle campaign contributors(Archer Daniels Midland) happy?
