You say: As long are there are ILECs there will never be broadband.

I would say that there will be begrudging moves in that direction. And in the realm of wireless, we have a complete, IMVHO, egg-on-the-face view of the arrogance of the PTTs and ILECs regarding 3G. I found this Gartner Group viewpoint to be quite insightful. Too bad the fools bidding for 3G licenses allowed themselves to be caught in an auction frenzy, with "action" replacing reason. Here's the best line:

"Wireless service providers need to envision and provide far more value for
next-generation services than they have been able to express so far," said Phillip
Redman, research director for Gartner's networking group. "Third-generation
services are not a foregone conclusion. It's time to start asking users what they
want it for, rather than trying to force expensive applications that won't be adopted.

3G is by no means a foregone conclusion. As early as October, 1998, Andy Seybold, in his "Outlook" newsletter was arguing that cellular users would be content with a 2.5G product and that 3G was most likely unnecessary. Instead of paying attention to this wise counsel, the telecom executives went on a money-burning bender and the hangover of debt they created will distort and depress the wireless market for more years than either of us would prefer.
