Sudan: The proposed US legislation

The House amendment has to be passed by the U.S. Senate and then signed by President George W. Bush before it can be enacted.

There is no companion bill in the Senate.

The Bush administration opposes the requirements, saying they have the "potential to damage U.S. and international capital markets."

Lawyers' initial reading of the bill suggested it applied to companies operating DIRECTLY in Sudan and NOT parent corporations.

This is not seriously proposed legislation. It is only an empty gesture.
