I think you are right. I remember the anti war sentiment at the time and I don't think the US citizenry or the UN would have allowed the US military to do such a thing without serious repercussions. Bush senior did exactly what the UN had authorized, no more and no less. He did it with conviction and style too. The sanctions seemed like the least violent intervention to bring about the needed change in the region. And, it almost worked a decade ago.

So what.
