If "fully diluted shares" includes options that might be exercised, then we also need to know the strike price (or average strike price) of those options

Someone who knows the accounting standard should pipe in, but I think fully diluted shares includes the effect of employee stock options that are in the money.

I'm pretty sure you'll find detailed discussion of the information you're looking for in every 10K filing. In the case of Siebel, you'll find that information in item #5 of the "Notes to Consolidated Financial Statements."
