The United States of America is not the Mafia (at least it shouldn't act like the Mafia), in that once you join you are a permanent "made man".

Under the original power of the states it was an open question as to whether a state could secede from the Union. It is something that may be tested again by Texas or Alaska later this century. The issue won't be clouded by slavery then.
