You are forgiven for the capitalization. I am sure even the Great Galt would have forgiven such a transgression! -- Actually, I was just joking about a rather minor issue...

As to mechanisms, none was needed because the weight of common sense amongst the governors and the governed was that right always existed and could be exercised at any time, or else you negate "the right of the governed to govern themselves."
