The first one would be: no member of any legislative body may vote on any matter until they certify under penalty of perjury that they have read the bill or act in its entirety and understand every provision of it and the effects it is likely to have on the citizenry, the economy, and the environment.

That would mean the language would need to be simplified or that only lawyers could be members of legislative bodies. Reading and writing is a skill that many lawyers lack. Most lawyers will simply adopt boiler plate agreements that everyone else is using rather than read or write an agreement from scratch.

A few years ago new legislation was passed here that made it an offence to operate a vehicle with a cracked wind-shield. In most cases the fine was slightly less than a new wind-shield. The day after the law passed 3 new auto-glass stores opened up. The auto-glass store had enough connections to make it happen and that is wrong.
