Almost all states outside of the original thirteen began as territories administered by the federal government
But I cited the ones that clearly did not. Hawaii was an independent nation for a short while before annexation by the US. Texas was an independent republic for 10 years. What of them? And what of those original 13? They were also independent nation-states before joining the Union. It can also be argued that the remaining states were given a grant of sovereignty when they transitioned from territories to states.

Do you believe ANY of those 13 would have come into the Union if they did not believe they could get out again if they so desired?

It is also clear that the founders believed they were forming a union of states, not an amalgamation of peoples. The mechanisms of the gov't were specified in terms of states, not population. For example, it took a constitutional amendment to allow the federal gov't to levy direct taxes on the populace.
