What makes you say it was never legally ratified? Here's what the the 16th amendment says: Article XVI. The Congress shall have power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the several States, and without regard to any census or enumeration. They are also unaware that the system is supposed to be entirely voluntary What part of the system? I don't see anything voluntary about that text. Laws are not voluntary; if they are, they're not laws.
