You are assuming that states are like individuals, and can be held comparably accountable over a lifetime. Not only can people change their minds, but states change their people. There were almost two generations between the Hartford Convention and the Civil War. Besides, the delegates met secretly, and when their meeting came to light, it was highly unpopular, and is credited with the demise of the Federalist Party.......

On the other point, you may have something. Again, though, it is difficult to tell what prevailing sentiment was outside the South, just because of the Hartford misadventure.......
