I didn't think so, sorry if it came off that way. I thought I was focusing on the policies and not the individual. I was suggesting that if Bush wanted to abrogate the Kyoto treaty, stop the North/South Korea rapprochement dead in its tracks and pull U.S. troops out of the Balkans, he had choices in how he could go about it. He could act unilaterally, draw big headlines, and make his right flank happy, or he could consult with our allies, give them a heads up that this was coming and give them a chance to voice their concerns. In two out of the three cases he chose the unilateral approach. In the third case (the Balkans) he chose to consult with our Allies, although in this case it could be argued that he only did so because he was seeking a quid pro quo for continued U.S. support in the Balkans, namely European support for continued sanctions in Iraq.

All I'm saying is that, IMO, Clinton made a lot of progress toward eliminating the "Ugly American" stereotype held by many of our allies. I'm afraid that Bush is undoing a lot of that good work. I'm sure that Jesse Helms disagrees with me, but I can live with that.
