Dumb question about the Kyoto Accord..... Someone please help me with this....I suppose it does have some bearing on the CA energy situation.. The press is full of generalities about the Europeans being all upset because Bush/The US does not support the Kyoto Accord to limit greenhouse gases. But none of them have approved it. Not even Japan has approved it. Am I missing something here? They all waiting for the big Kahuna (The US) to do it first? Strange. (Actually, I believe Romania has aproved Kyoto, but none of the industrialized nations)
