My hopes aren't especially high with regard to that issue...

I think it will be much the same as the US Post Office. Since the best of the business is allowed to be cherry-picked by private enterprise, such as UPS and Fed Ex, the Post Office is forced to limp along on the dregs of the business opportunities in its field. The same will be the case with the distributions system for electricity. The Right will grouse about inefficiency and bad service, but will be loathe to do anything to the IPPs/power marketers with their new-found route to profit heaven. The Left will be left with the impression that once again, the best and the brighest among us simply want to keep the best of everything to themselves, in their private and elite communities, and let the rest of us suffer the tragedy of the commons. There will be elements of truth to both sides of the discussion.
