My grandmother taught me how to test water for yeast and it always works.

Adjust water to warm. Put your wrist under the warm water (like testing baby formula you warm up). The water should be barely warm, she called it tepid. I was surprised at how cool it felt, always thought it needed to be much warmer but it really was barely warm.

I have used this method ever since and it has always worked perfectly.
