In my opinion, the doctrine of "states' rights" is a euphemism for legalized discrimination. The main reason the federal government is stronger today than it was 200 years ago is that historically states have abused the power that was granted them. The federal charge of "violating a person's civil rights" came about because juries in the Deep South wouldn't convict fellow whites of crimes against African-Americans. The federal government was forced into this breach because individual states acted irresponsibly.

So if you're going to decry the fact that the doctrine of "states' rights" has been diluted, blame the states themselves and not the federal government.

I would also point out the Constitution of the United States, by necessity, is a constantly changing document. I get tired of listening to right-wingers on TV say, "The framers of the Constitution never intended this or that." The framers of the Constitution lived in a different world ... without Columbines, industrial pollution, the Internet, on and on. The Founding Fathers never envisioned some kid showing up at school with a semi-automatic weapon and six clips of bullets in his pocket and playing head-shot video games on real people.
