Talk of missile attacks is pure fiction. The only terrorist attacks we've had have been McVeigh's and similar attacks in Lebanon and in Africa. As for "rogue states" NAME ONE.
Saddam couldn't hit Israel. Libya, China and extremely dependent upon western commerce. Afganistan is Road Warrior time. Cuba and North korean can't even feed their people. Which imaginary foe is this all about?

Saddam did hit Israel. Remember? Missiles fell in Tel Aviv. Next time, they may well be more lethal.

That a nation is dependent on Western Commerce and that this will stop them from aggressive acts is a very Western idea. Not all countries act in the best interests of their pocketbooks when seized by nationalist fervor. If they did, Castro would be overthrown tomorrow, as would Saddam, and U.S. dollars would pour in. Nations that "can't feed their people" are often the most belligerent and dangerous.

Underestimating enemies can be a fatal error.
