Nadine, They will make them better. The need to stop rogue states nuclear attacks is 1/100th of the threat from china and Russia.
No other state could mount an attack of 50 missiles from the sea. A shield to stop 50 will not stop Russia, they have the ability to attack with 1000 missiles, far more than the shield can stop. China wants to be able to threaten the USA, this shield would hinder it as they have little sea based ability(no blue water forces, is the jargon) and might be able to attack with 50.
This defence is alsoe spread out. the enemy will not make a spread out attack. they will attack with 50 at one place and overwhelm the defence in that area which may be good for 5 or so misslies.
Of course once they have it, additional deployments are just budgetary decisions.
