Much easier at first sight would be to let inflation or deficit spending have its play (make it 25 ticks above the honest level) and let the central bank figure out, how to counteract skewed balances. However, this or something close to this has been taken care of in Amsterdam accord with punitive damages (!) in place if the corridor numbers for deficits for instance were not met. dj
