Huh? How exactly is the US government - which is, after all, funded by you and me, supposed to pay everyone in the Amazon rain forest not to practice slash-and-burn, and all the people all over Asia not to use wood to cook meals and heat their homes? How would that work, exactly?

You're completely missing the point. The vast majority of greenhouse gases are not being emitted by the industrial world. It's coming from human-initiated biomass burning in the indigenous world, and natural forest fires.
