In Warsaw, Mr. Bush asserted: "NATO, even as it grows, is no enemy of Russia. America is no enemy of Russia." He announced that he would tell Mr. Putin at their meeting in Slovenia that "Russia is part of Europe and therefore does not need a buffer zone of insecure states separating it from Europe."

How did that play? Listen to Mr. Putin himself. "I am so grateful that finally these words have been spoken," said the Russian president at the press conference that followed more than two hours of meetings. "This means so much to us."
