I meant ZEV initiatives by state officials, legal stuff. I'm pretty up to date on Mercedes, which are the most active developers of alternate fuel conecpts I think. But these are private efforts, in part because Mercedes (maybe other German producers too) had to pay a lot of fines over the last years because they missed United States fleet fuel limits.

And to the best of my knowdlege in California every producer is obliged to sell a certain percentage of ZEV some time soon. There is no such legislation in Germany. (I'd love to see that.)
