For that we can only rely on an effective intelligence network. Thankfully, it has been successful to date.

It is not common knowledge, but terrorists have already been stopped attempting to enter the U.S. through the U. S./Canadian border. Other than the highly publicized one in 2000, a group was stopped in 1998 carrying lethal biological weapons and in 1999 near Niagra Falls -- they were carrying one of the Russian's "missing" (so-called) suitcase atomic weapons. (Heading for NYC? - who knows?)

HARRP also has applications in this regard.
