To a small degree. The numbers may be an artifact of last weeks rather bizarre readings (ie, 13 million barrel draw down in crude). With an OPEC meeting coming up, it'll probably be looked on as a reason for no increase in quota, but who knows. They will whack the XOI and refiners with it, though...
