Why should they? After a two-month delay, Intel's 0.18u Coppermine launched at speeds from 500 MHz to 733 MHz, despite the fact that the fastest 0.25u Pentium III was running at 600 MHz at the time. Now Coppermine is at 1.0 GHz.

Judging from this alone, Intel was able to improve the top speed of Coppermine by 36% over the course of its lifetime. It's possible that if Intel really wants to, they can get similar increases with Tualatin.
