BCR articles notwithstanding (I can recall dialoging with some of the writers (via other forums and by phone) on their staff at the time, and those experiences were, in fact, in the back of my mind when I wrote the referenced post), the incumbents were, shall we say, very successful in their lobbying efforts.
I should note that it was not solely the RBOCs who were masterful at this. GTE and several second-tier ILECs also joined in. GTE's ILEC counsel, in particular, was extremely effective in influencing direction at the time. BTW, I'm not suggesting that there was anything wrong with using lobbying. That's a part of the prescription. I'll leave it at that.
If you ar researching this topic, much of the underlying reason for my feeling this way is public information. BTW, after reading ftth (the person's) post I also did a lookup in Americas Network Mag and Telephony going back to '96. They each commence their web archives within months "after" the act was passed. And if you look at the first anniversary month in BCR, when I recall there were some critical assessments made (one year after and what do we have kind of stuff), the February 1997 month is blank.
I'll check it out in my BCR library at the office sometime later this week (if someone hasn't swiped it) to see if there are any specifics that might interest you.
When Victor Toth was writing for BCR he was superb at turning over stones in Washington DC and in the states capitals. It's too bad, in a way, that he's no longer writing for them.
