first of all thx alot for your efforts. You are right I'm doing research into this. My idea is that analyzing this alleged "tilt" of the 96 act (I was unaware of this bias of the act till now) could provide me some insight into the competitive strengths of the players - (of course ex post facto with a 2001.

A pretty recent issue of BCR in 2001 also brings up this argument again (and also gives an interesting retrospective as to the underlying competitive thrusts of the different players: RBOCs, IXCs, carriers' carriers). Fred Knight : RBOCs in the driver's seat: bcr.com

You pretty much echo my own view of this - I cannot and should not expect any organization to engage in self-defeating exercises or should I say to consciously engage in self-defeating exercises, rather the contrary

But given this perspective, may I ask, on a broad overview level if possible at all, how the Telecom Act would have ended up provided the ILECs' lobbying efforts would not have ended up being so succesful ?? What provisions would the ILECs not have liked at all
