Sudan: U.S. oil interests have never had such close ties to the White House and long for a piece of the action in such prohibited countries as Sudan, Libya and Iraq.

U.S. companies are barred from operating in Sudan, and obviously find it painful to watch the Canadians, Chinese, Europeans and Malaysians running off with the liquid gold that was discovered by Chevron in the first place.

Either of Talisman's Asian partners -- along with TotalFinaElf of France and Lundin Oil of Sweden -- would be only too delighted to expand their Sudanese investments by buying out the Talisman stake.

The Chinese are already on record as saying they intend to make Sudan the focus of their ambitious efforts to triple foreign production by 2005 and reduce dependence on imports.

The U.S. House of Representatives bill will almost certainly never become law, if only because such politicization of the open U.S. markets would be disastrous.
