Harry,
I stuck my foot in it - oops. The article does state "High End Winstone 97" - not just Winstone 97. The High End test does exercise the PCI bus extensively as well as the RAM interface. The article does inticate a PCI bottleneck. RAM is a factor, but the test results do specify the PCI interface. RAM latency (missed bus cycles/clocks due to memory Not Ready "Wait") is a factor in every computer test as the CPU can only execute instructions as fast as memory can deliver the next instruction.

The following urls explain the tests and judge for yourself

article on Winstone Tests

statement on Pentium II tests

RAMBUS could impact the PCI bus - the major focus at present is to increase the transfer of data to the CPU from RAM.
