Good statement here. It only leaves two separate and distinct possibilities: Intel is actively (instead of passively) promoting the build-up in inventory, something that Andy Bryant already denied, or the OEMs are building up inventory but Intel has no control over or visibility into this.

I agree with GV, however. I don't think Joe Osha is distinctly crossing the line into libel. At best, he's only disagreeing with Andy Bryant; at worst, he's walking on thin ice.
