1996 Telecom ACt ? Think it was way more concerned with voice - a field that regulators knew than broadband - a field that engineers started amassing expertise in the last 10 years.

WIN on the NYSE ? Well maybe MSFT can "buy" the ticker symbol like a domain name from the current holder ??
