While I accept that as fact, I wonder if it isn't in the nature of burying fiber. The cost of burying must be more than the cost of the fiber, so it makes sense to look way ahead and bury much that won't be lit till years later.

This is especially obvious with fiber in the oceans. It would make no sense to lay just enough for present needs.
Another way of saying this: the incremental cost of laying more fiber than needed must be low.
